Its hard to tell, butthe original re-arrangement by Ryuichi Katsumata and composed by Koji Kondo is very good.
Album is "Legend Of Zelda: Hyrule Symphony"

There is also Majora's Mask - Orchestrations, but its so so imo.

I've got an archive of 3200 Zelda related songs if you'd need anything >.>
