1) Create a new layer
2) Image -> Apply Image
3) Edit -> Transform -> Vertical or Horizontal flip
2) Image -> Apply Image
3) Edit -> Transform -> Vertical or Horizontal flip

Cheers, got it done. Didn't need to apply the image, though, just wanted to mirror a layer.
