It's mostly 4chan-humour, or nerd culture references. The last picture is a not-so-exceptional example of the prior.

Fritzl (the old guy face) was the Austrian dude who kept his children in his cellar and raped his daughter, etc.

Chris Hansen (the suit part) from Dateline NBC's To Catch A Predator's catchline was "Why don't you have a seat here?" when he confronted the sexual predators.
