Well dispite the fact that the premier league is the best league in the world disproves your point 
How so? well quality players like Schevshenko, ballack are good players when they didn't play in the premiership - but when they came to the premiership how good are they? Not very.
It works both ways - when people aren't exactly good enough for the fast paced Premier league action league then they fly off to spain to try and succeed there, like Jose Antionio Reyes.

Man Utd vs Celtic would be 3-1 man utd
Arsenal vs Rangers would be 2-0 arsenal
Chelsea vs a vaguely 'good' team would be 3-0
