Correct. When you say "The Irish ???? to Scotland" it is better to use 'immigrated'. No discussion possible.

You would say Emigrated if you were irish.

That is where the accentuation comes in. Irish people would want to accentuate on the moving-out-of-Ireland part of the migration. But that has to do with contextual use.
